I Checked Inside The Tranny And All The Gears Have Teeth.

The front wheels, including the axle running through the transmission, turn freely, but the transmission itself seems locked up since the pulley wheel doesn't turn when the axle does. If you try your mower with the wheels off (block up the front of the mower so the blade doesn't hit the ground) and try your self propel.
